That is a great question. I don't know enough about the regulatory issues and requirements outside of the US, but I could see the concept theoretically working anywhere it is legal.
We have a project in order to help authors in Substack, not just journalists, in Spain and Latin America. Some of us have a legal background. Maybe we can create some similar to your idea. Other projects we have are a Directory and a Journal of Substack (about 10.000 subscribers between the 2). What do you think?
